The foreground objects form a single Lindenmayer System fractal. That means a single sequence of recursive turtle graphics drew the pillars, platforms, gardens, plants, arches, and sculptures. My Fractal Life Engine project modeled the fractals and generated their POVray representations.
The sky and ground are standard POVray textures, and the mountains on the horizon came from another kind of fractal, Fracplanet by Tim Day.
The stone and leaf textures come from Paul Bourke's online library of free textures.
